In my twelve years as County Judge I have consistently opposed tax increases.In twelve years, I have voted for only 1 tax increase in Lubbock County - this occurred after the Federal Government passed the Help America Vote Act which resulted in Lubbock County needing to buy several million dollars worth of electronic voting machines.I have demonstrated my fiscal responsability to cut spending. I have refused over $50,000 in state salary supplements during my tenure as your County Judge. In doing this I have demonsrated that leadership can cut spending if they are willing to do so.Lubbock County Reserve funds have risen from $9.5 million in 1999 to $24.5 million today - thus strengthening Lubbock County's bond rating.Helped to establish the Lubbock County Elections office, and susequently enhanced voter turnout through Lubbock County being the first county in Texas to participate in Super Precinct voting.Civil lawsuits against Lubbock County have dropped from an average of 50 a year to less than 10 a year.Employee turnover in the county has dropped from 34% to less than 17%.I have never voted to approve pay raises for elected officials, and have cut my personal salary by $10,000 a year.I have worked to make government more transparent and there are currently plans in progress to post checks on the Lubbock County website for public viewing..Concerning the construction of the new jail, we are under budget and anticipate the facilities being open and operational in late July.While I have been in office Lubbock County has received:The Certificate of Achievement for Excellence in Financial Reporting for the Government Finance Officer's Association of the United States and Canada from 2005-PresentThe 2009 County Best Practices Innovation Award for the West Texas Regional Public Defender for Capital Cases from the Texas Association of Counties Leadership Foundation The 2009 Best of Catagory Award for the Weat Texas Regional Public Defender for Capital Cases Program from the National Association of CountiesThe 2009 County Best Practices Award for Vote Centers and High Tech Communication to Voters from the Texas Association of Counties Leasdership FoundationThe 2009 County Best Practices Award for CourTools Accountability Program from the Texas Association of Counties Leadership FoundationA 2009 Achievement Award Winner for Court Accountability through CourTools form the National Association of CountiesSUPPORT
